…..Panem came from the USA.
And I just did a search of any keywords in my kindle reader that would mention England, U.K., Europe, etc. They’re not in the book. Other countries would probably leave Panem alone due to the possibility of nuclear war, which I think is hinted at here, unless I’m misreading. But it sounds like no one would either help or target Panem because of their nuclear plant in the west.
